I dont think so. If its like that its only for Stranger to Regular but other ranks are not working by post count as I know.

then why my stars are not increasing i always check the forums and all and post something

No problem. I think this is how it works:
Regular - 2 days, two hours.
Veteran - 20 days, 20 hours.
Hero - 41 days, 20 hours.
Orc - 81 days, 20 hours(?).
