They volunteered to host this international event. Which is inviting/welcoming people from all cultures to their country. Though they are telling them they are obligated to follow Qatar's culture, and not bring their own. FIFA should have taken this into consideration when electing Qatar though...

It's not "other people around the world" that are getting displaced from their home to clean the streets up in time for the World Cup though, it's the Brazilians. The tourists will leave, and the Brazilians will be left no better off than they were originally, reaping no benefit from these projects whatsoever.

If FIFA haven't given a darn about any of that what makes you think they'd care whether or not people are allowed to wear "revealing" clothing in Qatar? And don't give me that "oh but Brazil is the home of football" rubbish, if you think that justifies spending 14 billion on a major sporting event rather than investing that same money into basic infrastructure then it shows how little you really care in the first place.
