I didn't play much SAMP mostly IV MP but still cars are not a must its a luxury like any other same goes for homes, only problem i see after reading the entire thread is you think all other players are cheating abusing and you are the only one doing it fair and square, well that's not nice or fair to claim many players worked on FD duty or any other job/trading to earn there luxury's i suggest you do the same, and yes loans are a good way to boost your $$ to get to the goal you set, and last two things 1st Accusing A team of cheating and favoring some players or a group of players is a low blow, i'm pretty sure you don't know how much effort A team puts in the game every day so you could have a better experience in game. 2nd there is a option called Modify so no need to double/triple post.
