You're welcome. You can change the size of GTA IV screen in commandline. Just change the resolution if you don't like the size of screen. I recommend you to change it as 1280x720. Also you may change it like these (for better playing quality) but don't forget that you should increase/decrease at the same rate :


480x240, 640x480, 800x600, 1024x768, 1156x964, 1280x720, 1280x728, 1280x1024 (recommended for monitors), 1366x768 (recommended for laptops to wide screen) and 1920x1080.

Eh, it's not possible. You lose from quality if you choose lower resolutions for less lag. If your laptop isn't good enough, I suggest to use 1024x768 (with wide screen).

For my REALLY bad computer when i set an higher resolution my game get more fps like i was at 10 fps then i get to 19

Then try 800x600 (with wide screen).
