Ok i have an idea i think its good but i hope its possible but here u have a look:

/p - (police)
/p - This is LCPD Surrender Now - /gu

/f - (FBI)
/f  - This is FBI Surrender Now - /gu

And that i think this is good because when we are casing suspect we cant type too fast to surrender so i think this will be good idea ;)

Don't try to make everything robotic! Go for the RP path. Tell them to surrender, when he stops tell him how!

Shout 3 times stop, if he doesn't stop.. fire up a warning shot, then shout again stop, stop. If that isn't working, well shoot him until he stops or drops dead

And if he stops, then it's easy to explain him how to surrender and what will happen after that
