Introduction
The Provisional State Assembly of San Andreas is the reformed version and a successor of the Argonath Democracy Movement. It is a forum for the citizens of San Andreas and the representatives of different branches of Argonath society to come together in one place to discuss the issues which are important to us all as citizens. The vision of a political system in Argonath is not a dream. It's achievable - as stated by the President, Gandalf.

The Assembly shall meet to discuss issues which are of concern to the citizens of San Andreas and decide on which is the best approach for us to take. Through our work we shall lobby the Argonath government to make changes and work with existing Argonath authorities to implement changes that we wish to see.

The Assembly Constitution

1   NAME AND PREAMBLE
1.1. The name of the Assembly shall be the United States of Argonath Provisional State Assembly of San Andreas, herein referred to as ‘the Assembly’.

1.2. The Assembly shall be subordinate to the President and Prime Minister of the United States of Argonath and shall act in accordance with the Constitution of the United States of Argonath.

2   AIMS AND OBJECTIVES
2.1. To promote democracy in San Andreas through representation of citizens in the political process.

2.2. To aid in making decisions which effect citizens and put their interests first in these matters.

2.3 To cooperate with Argonath authorities in the work of the Assembly.

3   MEMBERSHIP
3.1. Membership shall be open to all citizens of San Andreas who are in broad agreement with the Aims and Objectives of the Assembly, as defined in clause 2 of this Constitution and of the Constitution of the United States of Argonath.

3.2. Membership shall be subject to approval by the leadership of the State Assembly.

3.3. A person who is a member of the Assembly shall be referred to in full as "Member of the Provisional State Assembly of San Andreas" or simply an "Assembly Member".

4   ASSEMBLY GOVERNMENT
4.1. The officers of the Assembly shall be as follows:-
       
       Speaker
       Speaker pro tempore
       Chief Clerk
       Sergeant-at-Arms

4.2. The speaker is the person who chairs debates in the Assembly and decides the issues which are to be discussed at meetings. A speaker shall be elected every three months or in the event of resignation, death or incapacity of the incumbent.

4.3. A speaker shall be elected by a two-thirds majority of the Assembly. In the event no speaker is elected, the current speaker shall remain as interim until such a time when the office is filled. Should an interim speaker be required but there is no current speaker, the speaker pro tempore shall become interim speaker.

4.4. The speaker pro tempore shall be the person who has served longest in the Assembly. Should no single member meet this criteria, the person who secures a majority vote of the Assembly shall become speaker pro tempore.

4.5. The chief clerk is a non-partisan officer who shall be in-charge of recording voting of members of the Assembly.

4.6. The sergeant-at-arms is a non-partisan officer who shall be in-charge of keeping order during meetings of the Assembly. He/she is the only person who may be armed during meetings.

5   AMENDMENTS TO THE CONSTITUTION
5.1 Amendments to this Constitution shall be deemed to take effect once approved by a 66% majority of the Assembly members.

Speaker: The person who chairs debates in the Assembly and decides the issues which are to be discussed at meetings.

Speaker pro tempore: The longest serving member of the Assembly, or person elected to that office by the Assembly, who shall assume responsibilities of the Speaker when he/she is absent.

Chief Clerk: The non-partisan officer who shall be in-charge of recording voting of members of the Assembly.

Sergeant-at-Arms: The non-partisan officer who shall be in-charge of keeping order during meetings of the Assembly. He/she may need to cooperate with law enforcement agencies to ensure the safety of member of the Assembly.

Assembly Members: Those who are serving in the Assembly and are requested to attend its meetings and vote on issues which are of concern.

Interim: This person has not been elected to their position but is holding the office for the time being.

Thank you, although you may have got confused. This is not a political party, it is a political forum for discussion and debate on different issues. Political parties may join the Assembly should they wish to do so but as the Assembly is not (yet) wholly elected it would be preferable to have people who act along with their own individual opinion. However, this is something we will have to discuss when the Assembly is in session.
