Total newbie needs help~!

ok, where do i start?

i registered (obviously).
i downloaded this: http://www.gtavision.com/index.php?section=downloads&site=download&id=2836
(i also downloaded MultiIV... but no one seems to play that / no idea how to connect to places xD)
when i ran the thing that i downloaded, the client version, it said this: http://prntscr.com/4kz3f6
i tried both windowed and not.
when i then click on connect, my cursor gets semi-busy, then goes back to normal.

what am i doing wrong? did i even download the right thing? >.<
do i put that file in a specific place or can i run it form anywhere?
please help~!

i'm gonna try moving that exe to the main GTAIV folder...

You have to download the 0.1 T3 2011 version.
