Yes, its currently offline due to black magic, well not everyone is lucky enough to test it 
RC 3 is newer than T3 , it was being developed in 2013 just before they gave up on the project.
I'm sure it will come back soon with more functions so no worries

I was wondering why the server seemed to be down. I'll see if I can connect in just a moment...

EDIT: No such luck. A few questions, though:
1. How much better is desync?
2. Are passports, driver's licenses affected?
3. Is property affected?

EDIT 2: I gotta say, I love the new interface. Props to the IV-Multiplayer team for that.

I just installed it in a different folder than the old IMVP and I advice you to do the same

I may be able to Import the status into My Chrome Extension to view the status.

This is a test client and test server, it may be up or down at any given time.

When the server is up we will make a notification, otherwise please do not flood the forums asking about it.

hey donkey kong make sure you select gta iv folder and make a shortcut for the desktop theres a checkbox for that hehe

For me, this worked:
1. Ensure GTA4 is working.
2. Uninstall IV-MP using the uninstall program in the GTA4 main folder.
3. Run the IV-Multiplayer installer. Install to the default directory.
4. If asked, specify your GTA4 folder.
The installer will make a shortcut for you if you check the checkbox.

Just start the installation process (IVMP 458.exe) and it will ask you for the folder you want to install it to. Pick any folder you want but different from the old T3 folder name(I have it as IMVP and IMVP1(just add 1 for example) ). Then create a shortcut (optionally) and at the first launch of the new client it will ask you to select the folder you have your GTA IV installed in if I remember it right.

Open the installation process ----> it will ask you for the location of the main folder of GTA IV , simply browse it (Make sure gta iv is installed and not copied and all) ------> it will ask where to install the client with a folder named IVMP , make it anywhere u want ------> run the game from that folder (Client.launcher.exe) or from the desktop.

I don't have original gta iv to play it!:(
When i start IVMP i get in Gta IV Singleplayer! ;(
And when i have  gta iv with no updates i can get in IVMP,but cant get in!
