I had trouble finding anything reasonable about it too, however I did run across one Apple Support topic where a user said they were able to somewhat fix their problem, (in relation to an error message in iTunes with that file), by completely uninstalling iTunes, and then reinstalling it from scratch.
As for Raidcall, I couldn't find any results other than a reference stating that it does indeed access that particular file.
The only possible suggestion I can think of would be trying to reinstall your applications that use it, and see if they write a copy of it once installed again. Even then, there is no guarantee that will fix it, as it appears that the file is normally included with Windows.
Is the error just stating that the file is not found, or something else? The error message may help us diagnose the problem if it says something other than the file not being found.
