If you remembers the discussion between Emre and Gandalf, you would know that the topic was locked with Gandalf having to approve the posts made by Emre to be visible. Only him and Emre could post and the topic was not interrupted by other trolls only aiming to cause an admin vs player topic.

I suggest creating a universal board like that with moderators who are not related to any group who can approve topics and respective posts for having a proper discussion about a problem related to the players, admins, management (of respective servers), servers or the community as a whole.

That would mean removing a major part of the community as these whiners make a good part of it. Your idea of removing them can be terrible itself.
If these whiners want their posts to be visible they would have to make a post other than "Admins are arrogant pricks". Who says about baby sitting? We don't even punish them for their post. Their post just wont be approved. They can moan about it if they want and then they can get a punishment.

Good luck finding a player in Argonath that has been around long enough to understand the problems of the players and administrators but is honest enough to not have a biased viewpoint that favors one party over the other.

May have gave a wrong message. What I mean is the second part, if they want their voices to be heard, they would have to something productive instead of moaning. They get punished they need to get punished. They get removed when they cross the line. But if they want their reply to a discussion related to the community visible to the public, they will have to say something that helps.

What exactly do you classify as "controversial" discussions?

Would these be topics that begin in lets say a general board then spiral out of control; then get moved to this new board for more close watching... or is it something like the racist and prejudice stuff that occurs in the world news board?

If you all think this is something worth trying, we'd need to have specifics.
