Weird. When you edit the file using any text editor, you can clearly see the port is changed to 7174.
For some reason, when you launch IVMP after replacing the file, it will get back to 7131. Maybe another file is needed to be changed...

It doesn't save because you need to edit also the Client.dll like WheelRider did long ago.
