To be honest I completely avoid Netherlands if I can just because it's so fucking populated all the time that the lag is awful...even on a powerful PC

Yea, only via Steam. Though if you bought the CD, you can use that same key on Steam AFAIK.

Oh that's bad D: I might consider buying the game then :P it looks funny. Is the rest of the world populated? Are there AI vehicles?
