From:
Angela "Ann" Kolta - Member of the Liberty City Metropolitan Police.

To:
The Liberty City Supreme court & Supreme judges.

Introduction:

Dear Liberty City Court judges, it has come to my attention that Law Enforcers with in the Liberty City state can only uphold a suspect for an interrogation for a maximum of 20 minutes. Which sometimes is not enough, due to each suspect's co-operativity and/or the interrogation outcome's objectives.

Proposal:

What I would be proposing is that it is increased to a maximum of 1 hour and a half. Why is this ?
I have come to this conclusion because, the law enforcers might need to get a big amount of information from the suspect, as well as the suspect might not be cooperating the the law enforcers on their job, which may lead to an extended period of interrogation. Bellow you will be able to find the original statement of the court's rules regarding such and the proposal to what it should be change to.

Why? As many Law Enforcers know, specially the Federal Bureau of Investigation interrogating can be really hard to perform in such a short amount of time with all the requirements (Which I will not stay as it should remain internal and the court already acknowledges).

Interrogation warrant: Allow the law enforcement to legally detain a person in a room for an interrogation. An interrogation can last maximum 20 minutes.

Proposal
Quote
Interrogation warrant: Allow the law enforcement to legally detain a person and uphold such in a room for an interrogation. An interrogation can last maximum 1 hour and 30 minutes. (Can be extended by a judge if nessesary)

Signed,
Angela "Ann" Kolta

I have seen this constitution propsal 5 years ago when I was around the FBI on SA:MP. and what you are proposing are related to the FBI, and nothing to do with LCPD. Mind explaining that?

Dear Honor,

What I am proposing is for this to be enforced with in all the Liberty City Law Enforcement agencies and has nothing to do with other States or branches, only LCPD (And divisions) and the FBI. Any Law Enforcer, specially LCPD can uphold an interrogation if told so in a warrant or with the LCPD Command's permission, and not only the FBI, however any member of the bureau may do such with out a warrant.

What I am trying to suggest is that, this is to be enforced only when a warrant has been approved, and not on FBI's regular operations.

Signed,
Angela A. Kolta

It's trespassing on the Federal Bureau of Investigations jurisdiction, and you are not an agent of the liberty state. Now explain the reason why you need more time then 20 mins?

Dear Honor,

As I stated above this is only to apply when a warrant is executed within LCPD borders, as a note agents are not the only ones allowed to part take in an interrogation, and yes, I am not an agent, however it does not mean I can't suggest for it do be increased to a higher value.

Once again I stated that the increase of the amount of time, can be used in case of the suspect refusing to comply, or if the case requires such. Not only that to follow all the procedures to start an interrogation and the necessary amount of information we need to get, might not be possible to get within such a short amount of time.

Angela A. Kolta

I can only extend the time limit to 40 mins and on a trial, if LCPD passes the trial time limit then we will discuss to extend it even more. Case closed.
