I demand you to have a license for a gun. Cops abuse them. I refused to pay a fine. BANG! Good RP. I parked in a non parking space. BANG! Good Rp. I drown and ask for cops to save me. BAN! Good rp. What the hell is wrong with cops these days?

What you suppose cops should do when you refuse to pay a fine? Let you go and ignore your wanted level?
You parked in a wrong place and refused to follow police orders to remove your car... What you suppose cops should do? Carjack you and park correct?
Why you drowned being wanted? Suicided to avoid the bust?

And who is bad roleplayer here? Who abuses?

You should have payed the fine when the police officer asked. In real life, would you pay the fine or be shot on the spot? You already answered your own question, "I parked in a non parking space" What is that?? If you know it is not allowed, do not park there, or you risk a suspection and being shot. After which, people say "omg wtf abuser!".
