Not really, passport exams aren't that helpful to prevent people into deathmatching, I'd suggest instead of that passing the new players to ACA members or making a script that gives a guidance after registering.

Anytime when you get DM'ed by new player, you should PM him. If he don't respond, Drop a spam of messages in private, He must listen to it. Next time, He'll not dm you.

As far as I know, that's not possible for some players not to get equiped and other gets.

I don't think I've ever a helped player through main chat. Have you seen me doing this? Dude, First of all. I always help them while staying with them. Teach them to join duties, teach them to buy whatever..like.
