SA:MP Issue

Problem: Cannot connect to SA:MP Server, GTA:SA doesn't open up.

More about the problem: After the graphic card issue I've had few days ago, my PC wasn't starting, finally did something to make it work, replaced some wires (didn't do any changes to the Graphic Card area) . I've tried everything I could do, re-installed GTA 10 times, still, doesn't work. Tried without Mods, still doesn't work. I've deleted the file in Documents, Still doesn't work, I was inactive because I had exams, Today was my last exam, a day ago I had this problem.

I've checked all the problems and solutions thread for SA:MP.
I tried the solution, It didn't work, Still doesn't work.

Would be thankful if someone helped me

I have Same Problems with Him , When I Launch GTA:SA It Says "An ongoing programs of Use is not compatible with some visual elment" and When I Launch SA:MP It Crashes
