Steam Error - Could not connect to Steam network.

Hi guys. I need your help. Subject says it all. I'm able to use browser and able to connect skype and everything else. I hope i'm allowed to post this topic.

Following this are which I have already tried.;
1. Deleted all the files except steanapp and steam.exe and re-installed steam again.
2. As I'm using a wireless internet connection, I've tried to run steam on a wire internet.

I'm using windows 8.1.
