RS5.1 Panel Design Contest

Hello,

With the loss of the panel we've also lost the theme and design it had used, with this, I'm not much of a designer and I want something original. It's with this in mind I propose a design contest for $1,000,000 ARD in RS5.1 (yes, one million).

A proper submission is

1) Custom designed by the author or team
2) Include all source files, including third party Javascript and CSS
3) May utilize JavaScript and CSS frameworks
4) Does not violate intellectual property rights
5) Includes a full working range of features like tables, forms, pages
6) Is something that matches the feel of the game and Argonath
7) Is something unique!

The deadline for this is 3 weeks.

Do you have a base index-file we can start from?  I'm not much of a coder, but can design well.

I cannot provide you with that as I haven't started on anything other than help provider in terms of the panel.

pretty sure teddy already knows my CSS skills, 

But if anyone wants some tips or advice then feel free to give a shout, I do not intend on participating* the contest since I have my own projects to worry about.
* This means that the help i give is purely advice, and that I will (and do) not contribute any work.
