The ability to send messages from Telegram to in-game linked CB will be in Friday's or Saturdays update.

Do note, a newly linked CB may take up to 5 minutes to begin relaying messages from Telegram to in-game, whereas in-game to Telegram takes affect immediately.

You will need to have a username set or your messages will not be relayed in-game.

It has to be developed both in-game and via a custom bot system developed for Telegram.

Telegram works from ingame to telegram, but not from telegram to ingame, any fix for this @Teddy
