If a criminal group engages activities with another, new criminal group that can be done in a pure role-play way.
If a group of cops go after a new criminal group that has been commiting crimes, that's also purely role-play.
If people go troll, just report them.

Everything that falls under roleplay interaction should be allowed, no matter what group you are part of. If you are obviously just going with a lame excuse to start a shootout then you do will get punished. This mostly depends of the perspective of both parties that participate in the roleplay, one side might agree, the other might not, leading administrators to terminate the scenario before it really starts to avoid DM fests or moanings over chat.

There is nothing new here. This is a rule that has existed. Wake up.

I won't speak for the other agencies within law enforcement, but when it comes to Area 51, and MGI, it is simple... If you are unauthorized to be in the area, you are given ample warning to vacate the area. If you refuse to leave or make an attempt to leave in a peaceful manner, you will be approached in a manner than may result in being taken to court, injury or loss of life. That is assuming the person or persons there are there in a roleplay manner. If not, then you will be reported for copbaiting. There is a very big difference between roleplay and just there to troll another group.

This is a picture of me when I just had finished a phonecall and SAPD rolled up and forced me to leave or otherwise I'd get detained.
I thought MGI owned the extended AREA51 and not the entire desert around it? How come I, as citizen of Fort Carson are not permitted to cruise around in the lovely desert I bought a home at to get away from the abusive SAPD?
