What counts as carjacking?

So I saw a admin called Timothy_Reeds standing at GS9 sidewalk. His Sanchez was standing next to him. I got on the sanchez and drove off with it. It was state owned vehicle. I got teleported away by him into the air so that i died. He said this action is equal with carjacking.

I have never heard this rule before, is this valid? Since when is taking a abandoned vehicle carjacking?

If the vehicle is not in use, it's simply theft which should be reported to the police.
If for instance you stole a vehicle that he had gotten off of when a cop was pulling him over for a routine check then it would be an administrative matter.

Simply put, if the vehicle is involved in the situation and removing it will cause an issue then it is not allowed.
Stealing a vehicle that someone has gotten out of is fair game. But expect to either be chased down by the owner or have the cops called on you.

Carjacking is stealing a vehicle a person is currently using and in/on.

Yet the situation is short of non-rp. You can't possibly theft someone's vehicle when the owner is right next to it. At least one descriptive action would be enough, tho.

You did not roleplay it at all, you just got on the bike and drive off which is considered non roleplay which I don't know if Argonath uses, but still.

Animation shows that you get on that bike, it's enough. You don't have to use /me for entering a bike, taking a step or breathing.

You did in fact say you were off from the Sanchez for 5 seconds in-game yet you were off from it for a longer time. You were not just beside it, actually 10-15 metres away from it since I stood infront of you and used the /hail animations simultaneously as you did.

It was no carjacking since Lustigkurre didn't physically jack the bike from you. You abandoned it and went up towards us at Gas Station 9 there. If you don't like your current vehicles to be stolen by another player, simply stay on it in the future or don't ambulate in high populated areas as Idlewood that is crowded with players that might take it.

How would have it been if a random player came and took the bike because the player needed a ride? How would the player that just came from an unknown location or even logged in know you used it prior? They wouldn't have had.

Using the teleportation commands as punitive commands is simply wrong.

No one carjacked anyone, just simply a misinterpretation on the situation. I was just in the near surroundings when it occured.

As for me writing more than Lustig is none of your concern nor is it relevant.
