I would like to ask, what if we wanna make a change in our application, mostly like if we change our names, to who we should report it ?

If you have already submitted an application and you have changed your name make sure you send a Forum PM to an active SA:MP HQ member so they can make the necessary change on your application to ensure the rest of HQ reviewing applications can actually make informed choices.
