Dear Honorable Judge,
As Mr.Charles F. Offdensen, The Chief of Liberty City Police Department mentioned, That the incident occurred while Sergeant Paul, Me and Officer Stefanos were patrolling, When suddenly Mr.Conway appeared with his vehicle and he was driving recklessly.
As the Chief mentioned, I told the civilian (Mr.Conway) To Pull over to
the side of road, But instead, He parked in the parking lot of a Gas Station, I told him many times to pull over to the side of road, And I
demonstrated to him how should he pull over, But he didn't do anything of what was being told to him, Then he stepped out of his vehicle, I told him to step back inside, But again he didn't comply, Which made me suspect him for "Failure to comply".
Mr.Conway said that it is dangerous to pull over at the end of the highway, Here, He tries to be peaceful, And careful about the other innocent civilians, Like he wasn't doing something wrong, Which is "Driving Recklessly".
The traffic where we attempted to pull over Mr.Conway wasn't so heavy, So he was able to reverse out of the Gas station and pull over correctly.
Also, When we offered him an investigation, No one mentioned that "I" will investigate him, Every officer knows his rights and his limits, And i know that i can't investigate you, I just offered you an investigation, When the Sergeant of LCPD and the Detective II of DETD Division, Was there, So he could investigate him...
No one would refuse getting an investigation if he was innocent, And Mr.Conway clearly denied getting an investigation.
He also mentioned that we didn't tell him what did he do, Now, This is our mistake?, Clearly No.
Mr.Conway didn't comply with our orders at all, And he was doing what was in his mind.
For that Point:
Also I wish to inform that I only saw the officer when I was parked at the gas station. Making the command "pull over to the side of the road" completely useless as I would need to pull out the parking spot and drive back to the road ( wouldn't that just be dangerous?).
We did tell him pull over before he enters the gas station, And our sirens were on since we saw him driving recklessly.
The situation was fully under control, Me and the other officers were respectful toward Mr.Conway, We didn't abuse him or insult him at all.
We do serve the civilians, We protect and we respect, We always was on the civilian side in the toughest situations and the easiest.
