There's actually a way to get out of it without restarting. But you need to memorize the shortcut-key for 'Log-off' in your Windows. Once it freezes, press the 'Windows Start' key, and then press your shortcut key to make Logoff, after that, drag your cursor to the middle of the screen until it changes to a hand then left-click, OR just simply press after you press that shortcut key.

After that, log back on your username of your computer. You'll be able to see the tools bar in bottom of your screen, use the task manager (CTRL ALT DEL) and finish the GTA:VC. 

Basically what hes saying is, when you game crashes you'll be left with the frozen screen at times. What you need to do it this:
Press the windows key - press L - then press enter twice.
This will log you off hopefully and then the frozen screen will go. Log back in and close Vice City program down.
Can't be said any simpler really..

There's a easie way to do it without needing log off, Just do:

Ctrl + Alt + Del, it will open the Task manager;

Then press G, it will select GTA Vice City;

Press Del, So it Will shut it down;

Windows will say: Program Not responding, You Can finish now or cancel;

Press Left arrow, then enter, you'll be Selecting Finish now option using left arrow, then, when you press enter, it will shut VC down.

If it doesent work once, try again.

(It works everytime i use it)

Sometimes a cop/SWAT is on the wanted, you earn money when you kill those cop/SWAT too, Mostly their crime is None.

It should say that the cop is corrupt. Corrupt cops can be killed for cash..

I do not think you cankill a curpted and get money Bat when a cop is wanted you can kil them.

I recommend The Start + l + Enter + Enter

When i killed that wanted cop i recived a auto-warning too.. Or that isn't cripted, or he wasn't corrupt

Cops can not be suspected.
But when cops kill an innocent person they become corrupt, meaning money can be gained from their death.
I'm not sure why you was warned Salmonella. If you are sure the cop was on the wanted list you shouldn't of been warned.
It might of just been a 1 off bug, but its never happened before.
