Maybe we should be able to give a certain level of wantedness that's determined by regulations of ARPD and depends on the seriousness of the crime committed i.e., 1 star which equals to 10 min of being a suspect for verbal assault or 5 stars which equal to 50 mins of being a suspect for murdering a cop?

That pretty much gives no reason for the suspect to escape, I mean really, who is even going to spend an hour trying to escape 1 murder? It's gonna be a rambo suicide against SAPD or /gu.
There needs to be balance, not too low to prevent copbaiting, dm and such, but not too long either as stated above.

Whoever was behind this is a genius, now anyone can just slaughter the cops before they suspect him and use explanation saying the script encourages you to get rid of witnesses, as else you have to escape longer.

I experianced this yesterday. A friend of mine had a rhl of 40mins for killing 1guy and we both were escaping. We did escape whole 40mins but we spent like aprox 1H doing that ( with heli ). It was boring and annoying as fuck.
