However if you look at his video, you're hitting the car rather than him, so it's not any hacks, but maybe the fact that his car mod is a bit bigger which is why he wasn't getting hit. I've experienced this a lot myself, having clear headshots on guys behind cars and even their character moving however their hp wouldn't go down; either some small desync which is a SA:MP problem or car mods.

Look at the M4 shooting part at both of this video and mine, it was fair, when I was shooting at Lawrence with a desert eagle, I didn't got him, only when I stood up.

Try to check both of the videos again, the mods ain't illegal.

The carmods might not be illegal HOWEVER the size seems a bit different from original and that can seem like a bit unfair

Car mods that change the dimensions of the vehicle should not be used. Technically only those that essentially change the texture should be used.
