Flint County + Back'o'Beyond + Whetstone = Flint Country, Flint County has no towns, and our country needs a capital.

We also don't stop anyone from living the way they want to, unless they are considered a threat.

No, and besides, all of Flint County comes under San Fierro, if you check the borders, they changed...

We are currently focusing our efforts on Flint County, but we are also looking at the bigger picture, Flint County has no towns and very sparse housing.

So based on what are you trying to incorporate lands of another city to a so called "Flint Country" which by itself is also merely justified? Having no towns seems like a weak argument, maybe for that reason your region isn't eligible to gain any autonomy in the first place.
