After Shutting Down GTA:MP Developement , The Same Team shows up again with New Multiplayer Modifications Such as Just Cause 3 , Mafia 2 and IV:MP with the "Nanos Multiplayer Framework" Call .

Personally, I encourage Them as well , I see that it would be amazing if they creat another Client out of the farce bugs that we've seen in the T3 , More Features ...etc

I guess there wouldn't be any more clients for GTA IV, I even thought there would be a better client any time soon, but it seems it's all a lie. So, we are stuck with that one.

Well the devs work for free most of the time, I don't think that they would develop T 0.4, unless they clarify that or annouce it officially, that vid you attached doesn't clearly state that its 0.4 and it doesn't give enough information about the multiplayer client 0.4.
However if they are developing it, they will waste time and effort on a game that is not frequently played and outdated.

If there's no development and no progress at all, I wonder what was the point of uploading that old video now? Just to tease us?
But if there's some development going on, let's hope it doesn't end up like Orange MTA, MultIV and even IVMP.

That's never going to happen. Besides, from Rockstar's point of view, their official multiplayer is good enough.

If you check this, a guy stated that they don't dare to develop it any further because they might get sued.

That was just an assumption. He didn't say definitely no. Let's hope for the best.
