About us

The mission of the Liberty City Police Department is to protect and serve the population of Liberty City.

We investigate, reduce and prevent crime throughout the city and make an effort to understand the community and conversely to give them the opportunity to understand us. We serve the community of Liberty City with integrity, honor and respect and maintain only the highest possible professional, ethical and moral standards.



Expectations of our police officers

In order to join the force we require a certain number of traits that our officers possess. Below we have listed both primary and secondary skills which we would consider a mandatory requirement and a foundation for an applicant so that it can be built on during the academy.

  • Remain mature consistently and must respect discipline;

  • Represent the faction professionally and maturely at all times;

  • Recognise and obey server rules and understand that admin punishment may result in interdepartmental punishment;

The National Office of Security Enforcement

Currently there is one main operational division inside the Liberty City Police department: the National Office of Security Enforcement.

It consists of: the Tactical Response Unit, a tactical unit focused on high risk operations and suppressing of terrorism & with their access to high speed vehicles chase down even the fastest offenders. The Crime Investigation Unit, which primarily gathers intelligence and conducts investigations and interrogations on a daily basis, along with undercover work and special Operations.

Upon being hired and progressing to the rank of an Officer, you are entitled to specialize your type of patrol with specific divisions.




Rank structure in the Liberty City Police Department

Commissioned members

Chief of Police ()
The Chief of Police is the highest-ranking officer in the Liberty City Police Department who is the head of the Command and Upper Command Staff. Although the Chief always has the final world in decisions and manages the forum structure and has the administrative rights over the forum, who is also responsible for the efficient administration and planning as well as directing plans and coordinating their fellow officers. Who aims to minimize crime risks across the entire city and to secure peace over the community through deployment of police units under the Chief's command.

Deputy Chief of Police ()
The Deputy Chief of Police keeps the Chief of Police informed of all operational activities on a day-to-day basis as well as directs the activities of either the administrative or operational side of the Police Department. Who takes the Chief role during Chief's absence and is responsible for smooth operation of the department.

Captain ()
A Captain is responsible for inspecting and overseeing the functions of the patrol officers to ensure compliance with the Department policies, procedures, regulations, and standards; supervising the administrative and support functions personnel; inspecting personnel, facilities, and tactics for safety and/or training needs; maintaining liaison with numerous municipal, governments, civic organizations, and private citizens to establish and maintain rapport to facilitate Department functions and to promote neighborhood safety and community policing programs.

Lieutenant ()
A Lieutenant, being part of the Command Team, takes the task of general departmental administration. This includes handling of officer files and records, reinstatement and transfer requests, deliberations on departmental changes, as well as the expectation to conduct regular supervisory patrol. Who ensure the lower Command staff rank and is expected to perform outstandingly in both field and administrative duties.


Non-commissioned members

Sergeant ()
Much like a department manager, a Sergeant aids in management of or leads a specific shift consisting of Police Officers. A Sergeant is required to provide instruction to assigned staff in the operation of their required duties. The basic capacity of a Sergeant is field supervision, but administrative and specialized assignments are also available. Some Sergeants perform initial and follow-up investigation of crimes and perform surveillance work to detect or prevent crime. Their rank supervises a group of Police Officers and/or civilian employees and instructs them in the performance of their assigned duties.

Senior Officer ()
The Senior Officer is an officer that has been serving with the Department for a long time. Who are considered to be the guiding light to other Officers, and are often the first to rush in when duty calls. They are assistants to the Sergeant, and overall an experienced form of a standard Officer.

Officer ()
A Police Officer performs basic duties such as: responding to the scene of a crime or an accident; interviewing suspects and witnesses; writing crime reports; responding to radio calls; monitoring any suspicious activity of ongoing crimes; coordinating vehicular traffic; visiting open businesses such as banks, markets, department stores, and service stations to establish a rapport with owners; booking suspects and evidence and transporting them to the appropriate Police Department facility; responding to citizens’ and visitors’ questions; and preparing patrol reports.

Cadet ()
This is the law-abiding Citizen who has been accepted into the academy and is learning, being trained, and will later be examined. If they pass the exam, they are promoted to the rank of Officer.

Issuing a ticket or fine

The first and most important rule is to be always friendly with the traffic offender.

After you commanded the offender to pull over, you must explain exactly what their done wrong and eventually the price of the ticket/fine offender is obligated to pay. In case that their is refusing to do so, you must warn/explain the offender about the consequences - becoming a suspect and eventually getting arrested. If the offender is still refusing to pay you are fully authorized to suspect for the traffic violation their committed.

After the person got suspected, he/she has a right for investigation if there was no evading from police. In case that it is proven by investigation that the ticket fine is justified, the person is offered with two options. One option is to pay for the ticket fine + compensation for the investigation, where compensation is of the same amount as the fine itself. In case that the person does not want to pay for the total fine, he/she is to be sent to jail. If needed, further discussion should be continued with a member of LCPD Command Staff.


Reminder:
If the driver does not want to roleplay the traffic stop, then you are to finish it as sooner as possible (just tell them the violation they performed and how much is the ticket). The reason is simple, forcing to roleplay is against the rules of the server.



Differences between veterans and newcomers

You should avoid fining newcomers. Instead of that explain them what they did wrong and what they should avoid to do in the future.

Here to use comes the /registration ID command which displays you if the specific player has a passport and driving license or not. If therefore driver does not have those two documents, then their specified under as a newcomer. It's better to just warn them with couple of siren signs than to instantly try to pull them over.

Do not automatically suspect them for "evading a traffic stop" better just see if they "want the chase" aka CopHunt/CopBait=Rulbereak in which case you should /report them to administration if they are persistent to get your attention. Or, if that is not the case, if they are just kind of lost and new to the whole story. Then, in that situation they should go along with logic and stop whatever they are doing after few siren warnings. If not, then try to pull them over and tell them what is wrong.




Ticketing system and rules

Be aware that any abuse of the tickets/fines or their prices may lead you to harsh punishments such as copban.

Also a temporary ban from server for misbehaving or even permanent ban from the server may be issued (in which case you really abused the system, by exaggerating it to "scamming")

LCPD CREATES NEW BOARDS FOR THE PUBLIC
Section called 'Public Guides'

This section serves to provide advanced knowledge of police work to those who wish to learn more about it, mostly to beginner or part-time police officers but also to other citizens of Liberty City. We will explain various aspects of police duty to those who cannot or do not want to join the Liberty City Police Department as full-time members, but still seek to improve themselves, expand their knowledge and provide more quality service to the city.

We will often run into details, however, all of the topics made in the board will be made in a way that is easily understandable to everyone. The goal is to raise a generation of police officers who, despite not being full-time members of the LCPD, are perfectly capable of doing their jobs on their own or in a team without the assistance of higher ranks. We want to spread awareness among fresh officers in a hope the quality of policing in Liberty City improves.

It all starts at YOUR desk
It is important to mention that guides can't and won't teach you everything. There is still a lot of things you have to discover yourself. In such cases though, do not be afraid to ask full-time members for assistance or advice. They are experienced law enforcers and will always do their best in order to help you out. Do not be afraid to contact them if you ever need anything. Try to patrol with them in game so they can pass some of their knowledge on you. It is also recommended to listen to their suggestions and orders during situations as they are trained to handle them.

LCPD DEPLOYS HIGH SPEED UNIT
High Speed Unit mostly used to chase down fast vehicles

We came to the conclusion that the public is not aware of the existence of our newest NOOSE subdivision, called 'High Speed Unit'. In this press release we will clearify the existence of it and the main purpose it has on the main roads.

The High-Speed Unit is tasked to deal with traffic offenders, more specifically for stopping high-speed vehicles. During the application period, the members of the division will pass through a special training of driving techniques and blockade methods which will provide them with needed knowledge to efficiently do their work. The main task of HSU is to follow and eventually slow down or stop the pursued vehicle. Once the vehicle is stopped, the engaging of suspects is usualy left to the regular LCPD Officers.

Different vehicles
According to the vehicle, HSU members may choose between 2 cars they can chase with. The 2 cars and their handling is stated below.

Level 1 Vehicle - Sultan
The Sultan is a vehicle that has some of the highly needed features for our division such as good acceleration, 4-wheel drive and a good top speed. Also, even dough it has a bit more loosen up suspension, the overall braking and handling is good. During the first training sections you will be introduce to its driving characteristics more closely. The role of Sultan in HSU is to serve as a "default" vehicle for all the members who just got into the division or are yet to get the permission to use the Level 2 Vehicle.

Level 2 Vehicle - Infernus
Infernus falls under the group of sports cars that have high end performance. This vehicle was the choice of the division after completing number of tests with excellent score. Great acceleration, high top speed and excellent braking power overcame it's weaknesses such as understeer at high speeds and quite low clearance. However, the Infernus as a Level 2 vehicle is only available to those who proved themselves that they have mastered the advanced driving techniques which they learn in the first phase of their carrier in HSU.

LIBERTY CITY LAW CHANGES
Acts changed with approval of Judge

There have been made several changes regarding the laws in Liberty City. The LCPD requested a change of Act 91 and add some new laws to the current lawbook. Temporary Judge Conway granted thes laws.

The new laws will consist of the following:

Permanent access denial
Permanent access denial (based on Ordinance IX.I.I of the Liberty City Constitution) to the National Office of Security Enforcement Tactical Response Unit, headquarters located in Algonquin, East Holland, Bismarck Ave, and the and Crime Investigation Unit, headquarters located in Algonquin, Varsity Heights, Silicon street to all those who are not members of the organisation mentioned above or are high government officials (President, PM, Mayor, Minister of Defence) or were allowed into the aforementioned area by a member of the National Office of Security Enforcement Tactical Response Unit and Crime Investigation Unit.

Temporary access denial
Temporary access denial (based on Ordinance IX.I.II of the Liberty City Constitution) to the abandoned hospital building located in the southern part of Colony island which is used as a Liberty City Police Department's training facility. The temporary access denial shall be enforced when Liberty City Police Department conduct a training in the aforementioned area.

Restricted parking areas
The right to move or tow away vehicles which directly obstruct access to a police station or otherwise limit or harden the movement of law enforcement vehicles in the area of a police station, thus indirectly putting lives in danger and obstructing justince in times of emergency. This applies to all vehicles not owned by the Liberty City Police Department or National Office of Security Enforcement Crime Investigation Unit members.

Change of Act 91
Changing the current version of Act 91 of the Liberty City laws ("Sell of drug - Selling drug is illegal") to a more general one: Drug trafficking - selling, buying, giving out or accepting given drugs is illegal. This change would give all operational law enforcement agencies in Liberty City the ability to have higher control of drug trafficking in the city, thus effectively lowering the amount of narcotics being dealt throughout the city.

LIBERTY CITY POLICE DEPARTMENT DECLARES MARTIAL LAW
Read the Chief's official statement below

Head of the Liberty City Police Department, Chief Charles F. Offdensen, has declared martial law starting on 1st of April 2016. Events leading to this are kidnappings, robberies and other terrorist activities which have become more and more frequent throughout the city in the last months. This will bring several important changes to the citizens of Liberty City.

Terrorists cause
Martial law will be declared starting from April 1st. At this moment I cannot say when it's going to end as there is no exact date on when we are going to finish fighting the last terrorists in our beautiful city. What I can say, though, is that Liberty City PD's members will be seen in the streets more often than ever before, joined by armoured Tactical Reponse Unit patrols and undercover Crime Investigation Unit agents. It will be quite harsh to the law obeying citizens, but we believe that enforcing martial law for a certain period of time will help us cleanse the city.

The changed laws
First of all, no one besides law enforcement officials is allowed to carry any kind of weapon for any reason. Posession of weapon will be classified under supporting terrorism and dealt with accordingly.

Secondly, everyone aside from law enforcement officials must submit himself or herself to a full search when travelling from one island or another. Units will be stationed at every bridge or road that connects islands. Refusing to submit to a search will be classified under supporting terrorism and dealt with accordingly.

Thirdly, everyone aside from law enforcement officials is expected to bring their vehicle to full stop at every major intersection. A major intersection is any intersection on a road with two or more lanes going in the same direction.

Fourthly, no one aside from law enforcement officials is allowed to remain in their vehicle unless they are driving or in the process of parking. Once parked, citizens must step out of their vehicles immediately.

Fifthly, every crime comitted during the martial law is considered an act of terrorism and will be punished on the spot.

Sixthly, the punishment for acts of terrorism during the martial law is death.

Yesterday, on the 1st of April, the Liberty City Police Department declared a martial law. We have searched many civilians at our checkpoints and checked every civilian if they were obeying the law. This was the case, meaning we are cancelling the martial law from today. Thank you for your coorporation and make sure to keep an eye out on terrorism.

CRIME INVESTIGATION UNIT DEFENDS LIBERTY CITY
States and islands secured by undercoverwork of CIU

The Crime Investigation Unit is a National Office of Security Enforcement sub-division, and it is focused on undercover operations, such as drug busts or preventing illegal arms deals, but also on gathering information. Its members will be picked from the rank of N.O.O.S.E. Cadet and above in order to make the risk of information leak as small as possible. Once an applicant is accepted, he will be taught about undercover ways by CIU command. As was said in the beginning, CIU's main task is to gather information. Once enough information are gathered, they will be handed to the LCPD and/or the TRU sub-division which will take action.

Defending
The Crime Investigation Unit is one of the main NOOSE sub-divisions that makes sure that crime-related persons are in no state of performing such high-priority crimes in any way. They investigate, do research on most-wanted persons and make sure these persons are monitored 24/7. They also are active on the drugdealing part of the city in coorporation with the Federal Bureau of Investigation. Detectives are tasked with investigations and interrogations. CIU will rarely be involved in a vehicle chase or a shootout!

Recruitment
As stated above, CIU tries to minimise the possibility of information leak. Therefore, it will only accept members who have proved they are trustworthy and also skilled in role-play and investigations. For these reasons, only LCPD Officers and above are able to join the division, after passing the N.O.O.S.E. Cadet stage.
