Yes, there was a cop that I needed revenge on, I wanted him dead. How is that against the rules? I have been playing for like 5 days I think and I know that's not against the rules.. We did not even interact with that specific player, so we moved along.. If we were to do so, obviously we would have roleplayed though.

If there was a cop you needed revenge on, why did the group you were with choose a random target (who wasn't a cop) to kill?

He clearly was taking too long AFK because we spent like five minutes waiting, and once he failed to return, we moved along driving around. After a man mistakenly hit our vehicles, we just started a roleplay with him, we didn't intend to kill  anyone. I was told to just aim, not shoot anyone, I can post logs if you cannot check them yourself.
