out of nowhere. reinstalling did not work... what to do now?

Is it a clean GTA-folder with no wierd files in it?
Try delete your gta_sa.set-file in documents.

yes its clean. deleting the gta_sa.set does not work

1. See if the installation of GTA:SA is corrupt
2. Update your graphic drivers
3. Download/update DirectX.
