MSINET.OCX missing

Lately I've tried to run a programm and I received this error.I'm using Windows 8 64 bit.

maybe an invalid registry key
have you tried installing or uninstalling?
try CCleaner
also found a cmd on google try also this
"type the following “Run” command “CMD” then right click the command prompt search result and hit “run as administrator”, in the command prompt type: “regsvr32 [location]\MSINET.OCX” and yes, you must type the full path to the file, not just the name"
im not that PC expert if it doesnt work then find another guy

Thanks man,it seems that I forgot to run the cmd as administrator.
