Now if he was full of failure and mistakes, shouldn't you end up reconsidering your decisions if you keep instating inexperienced and clueless people? Although I wouldn't be surprised if you weren't to actually reconsider since it's yet another habitual behaviour of you.

Speaking about earning the position, how did Carbon and the other guy earn it? What was their contribute to the server in the last 6 months? There were other people working hard for months and people who should've deserved it for years yet these two show up and do nothing for some months, sometimes contributing to the roleplay scene and all of sudden they are new managers?
Good luck reforming the whole admin staff, you're gonna need a huge one.

I have given a long time ago the police to any HQ memeber that if they leave they should first select and train who will succeed them.
Devin and others have not followed this, and are even telling that the reason is they do not see anyone with the capacity to do so.
Now if the people working with them every day do not see anyone having the capacity to grow to manager, why should I select them?
New managment is needed, they are selected from people I know can dedicate time and effort.
If it shows that there are talents within the admin team, as I am actually sure there should be, it wil show in the future and they will get a chance. If the current team realy has no capacity to lead and grow, blame the old HQ for not selecting them properl and hope a better job is done now.

Well, my opinion on all this, I know MrMe means the best for the community, he might not have been around for long this year, but he's been helping where he can, he's someone that Gandalf trusts, and someone Gandalf thinks can help the SAMP server out, and as he admitted himself, he is a dictator, so he can do what he did.

About Carbon, I don't know him on a personal level, haven't spoken to him one to one so can't say much about him, other than wish him good luck.

As for the argument between Devin and Ronnel.
Sure Devin might be annoyed by things like this happened, and the way Ronnel responds isn't that nice either. Devin had been running the server for a long time, he did well, and tried his best. Not only did he handle the SAMP server, but he helped around the community, something a lot of division leaders I've met did not do.

So as for the new managers, good luck, make the server great again.

(And as for assigning people outside of the team, I myself am against that too, but it happened, and we'll see what it brings.)

It's supposed to be individuals who can get things done.
