What are the differences between /p and regular OOC chat? Can information given in /p be used in game or would that also be considered meta gaming?

if you dont use /p you will only talk to the city you're in.
there are three chat zone, SF LV and LS i think.

If you use /p you will talk to everyone and everyone will see your ID which is pretty useful.

Root, welcome to argonath.
Here are the differences:

the main chat only reaches to your city meaning you type hello in las venturas only you and the other people in las venturas would see it.
Yet /p reaches the whole server meaning you can communicate to everyone.

If you are using /p [text], every player can see your messages, it does not play a role where you are (Map). If you are just using t + [text] and you are in LS for example, only the players in Los Santos can see your message.
