New to vc:mp

I have just installed vc:mp on my pc, but it seems like the 117 files redownload everytime I launch the game.

Issued got fixed after a restart.
The game looks so pixelated, any good texture mods that are approved to be safe and doesnt alter any changes to game physics in any way?

You need to change the game's resolution through GTAVC Single Player.
It is probably on 640x480.

Already did that, in-game players were very helpful and told me about it.
Still though I wanna have shadow,reflections if possible.

Reflections are possible with ENB, though, not sure if DirectX 8 supports shadows like we are used to it today, maybe ENB does that aswell.

I found some shadow mods for Vice City with just simply googling VC Shadow mod

I added enb and fx shadows, it killed the texture, Cry 1.8 1.2gb will take an hour download.
Gonna download it overnight

Cry 1.7 link has been removed by OP, is cry 1.8 safe to use @Klaus ?

Just restarted pc after installing cry 1.8, single player works fine but vc:mp crashes on loading screen of multiplayer 

Edit: I will reinstall original one, excited to play vice city brings me childhood memories 
Used to play it on my psp
