Probably you need to update your graphics driver. Also, do you have the Steam Version of GTA IV? Just say no if you don't.

Now this really is getting weird... Your problem seems to be really hard to solve. Could you tell me how fast does GTA IV Single Player load? Oh, what is your Internet speed?
If you don't know, you can test it here. I think most probably it's that you have a slow Internet, but, I'm not jumping to conclusions, yet.

The problem isn't from my network speed or such , the problem is from the game itself or from my windows 10 , It doesn't respond after it loads for sometime ,

Uhm, you can try to run the game IV:MP with the compatibility mode (click right and select troubleshoot compatibility).

What version of W10 do you have? Home?

It's a weird bug that I've also had when I upgraded from 8.1 to 10. My game basically did not pass over the loading screen, even after waiting couple of hours.
