and installed c++ pack and vcredist_86

and i still get this error

Problem fixed but there is still 1 problem SecuLauncher: failed to start application [2000]
i installed C++ still not working

If i guessed it right you are using a cracked game so no i can't help you, it's written in the rules and there is a warning topic in this board too.

What i would try if the game is legit is try to install it in a different location and make sure the .NET Framework 3.5 version at least is installed (https://www.microsoft.com/en-us/download/details.aspx?id=21).
Try also to update GWFL.

You will probably need xliveless too

Put it in the main gta iv folder and run GTA IV as admin.
