Noticed Rise of Crime Rate
Analysts noticed a rise of crime rate since June and has seen a quick and fast increased of crime. Reported crimes including homicide, theft and harpooning, most likely targeting Ogras.

However this is expected to be useless, due to the criminals are also expanding and the number of criminals has been increased a lot.
Homeless Citizens Increasing by DayA report from the United States of Argonath Census Bureau revealed that a staggering of 20% to 30% people in Vice City are homeless, has to use others' houses or has to rent a room in hotels.

These houses in Vice Port are reported to be abandoned or incapable of being used as shelter.
