Rework of All Wiki pages

VC:MP wiki pages is extreme outdated or vandalised after the recent hack and we need to update them as soon as possible to eliminate further confusion within the new players. I suggest that we update those pages as soon as possible.

The wiki seems fine and the Vice City topics are being worked on from time to time as a side project :p
