I've read the text.. generally, you want to report such stuff to any member of administration staff over message on forum. Just find their name in the Genera> IV:MP Staff list

..and click on the name of admin you  want to send pm to

You can also ask for their Skype in-game and If you seen a rulebreaker, Contact them by Skype
