Elaboration on usage of deadly force

As of late, I have noticed that many citizens fail to understand when police officers are allowed to use lethal force, and when do they have to warn prior using it.

Officers must always warn the suspect before using lethal force. However, according to VCPD Procedures and Regulations, officers do not have to warn you and may shoot on sight if:
*You have demonstrated by discharge of weaponary that you are a threat to the officer or others.
*If you are headed towards a vehicle.

On other occasion, officers must warn at all times.
Be aware that open display of weaponry also falls under the "threat to the officer or others" category.

Well if theres a roleplay going on between a civilian and a cop and both start abusing eachother.  And a civilian wents afk. Officer suspect the civilian for abusing law enforcement.and the civilian is standing still without even moving.

The cops do /sur one time
and starts shooting the suspect with shotguns
and the suspect is not even moving an inch.

Is this a rule break? Since the cops have to use night stick or not to shoot any player who is not even moving. ?

If you try to weasel out of a roleplay in which you would get suspected in, the cop can make a choice;

Shoot you or call in an admin to kick you out. Either way, you will not get away by playing AFK in middle of a roleplay.

Why is everyone going " " at this? Kessu is right, anyone who goes afk in a roleplay deserves to be shot in the dick, of all places. (I am the one who thinks that they should get shot in the dick, or the pussay, whatever)

Going AFK when being confronted by cops is in itself a rulebreak already. But regarding the cops - not really a rulebreak.
Only VCPD officers have regulations that state that they cant use shotgun on unarmed or standing still suspects. ARPD officers are only bound by server rules, so if they have /sur'ed several times, they can shoot him.

If you go AFK as a wanted suspect, the cop can report or just kill you, I'm OK with doing either or both. This is as long as they give you a chance to surrender and do not shoot within say 10 seconds of doing that while the criminal stands still with no response. Trying to abuse this to report cops as a criminal however, will net you a nice little punishment.

It's a dick move going AFK in middle of a roleplay with no explanation what so ever and such behavior will not be tolerated at all.

If you cannot see the difference between an outright deathmatch and the situation described then you sir need to go look up what the definition of deathmatching is.

Quite the opposite actually, I'm dead serious.

Cop job income is dependent on jailing / killing criminals as of right now and if criminals think we'll let them start going AFK during roleplay to deny cops from earning their fair share, then they are wrong.

Of course they should report the player for going AFK, but I will not punish those who also kill the dude for doing so. Players aren't babies who need constant care to be able to survive, sometimes it's good to solve a problem yourself first hand and then have admins do their job when they are online.

You are NOT funny. As Kessu stated, he allows killing AFK criminals, of course you report but killing them is an alternative here.

Just to let you know, IV and VC are very different. Please understand VC before making such comments.

I never said that am funny. I am talking this seriously. I never said VCMP and IVMP are same. Giving ideas/comments to other servers are allowed. I don't see how is that so surprising, especially when all Argonath branches do enforce the "you can either report them or deal with them yourself" attitude when it comes to rulebreakers and cops. SA:MP has also always offered the choice to either suspect and kill a rulebreaker or to report him, same applies here.
