Does Anything Including CPU Or Internet Connection affect Driving Speed ?

Hello There ,

Recently , Chases are full of Fast cars from 1ST Class , Which Is really hard for People with driving Skills or Vapids.

I got my Infernus out To help the Cops against the Suspect's Ruiner , I went as fast as I can , I was smooth On turns and everything was good , But Completely didn't have a chance to even touch his car , He was like if he has Turbo when ever My and the Cops get close to him .

I asked for the Infernus Max Speed , They answered with 196-197KM/H .
I didn't even Pass by the 135KM/H In chases even In Highways.
I did notice the Car was moving faster when I change to First Person Mode (Not the mod) By Pressing V.
Nothing did happen , Just like going faster a little.

I saw people from before like paprika with amazing driving skills , Where a Premiere can be faster than My infernus.

People Told me that its related to Internet speed and Some told me its Related to CPU , I googled it , Didn't find anything helps.

My Specs :

Ram : 4GB
Graphics Cards : ATI Radeon HD 5470 512MB / Intel Family one .
Processor : Intel(R) Core(TM) I3 CPU M 350 @ 2.27GHz (4CPUs) , ~2.3GHz
Operating System : Windows 7
In-Game Settings : Lowest Everything - Even Resolution
Ping : 100 During the Chase - 89 Lowest time I noticed In server.

That's my specs above and I have no problems with climbing to 197 using Infernus, just a bit of annoying stutters.

If you have like 1fps or something then it affects your speed because of the sync
but I'm guessing you have atleast 30 so nah

What about some people are even Untouchable with my infernus even if they are using a slow vehicle ?
Maybe CPU better ? Don't know...

A bit of a logic, you can hear the engine sound pitches up and down when switching the camera constantly.

Handling ? Hell No I maybe I get a Original Version of it , But Not going to edit it again...
(For who ever thought that I edited handling once , I didn't just didn't write the sentence with the my meaning , I meant I am not going to edit it because Its from server rules...)

Yeah , I noticed the FPS Only a little higher , Because of the speed and the wind it looks like its speeding more , But its not....

just your fps dude,tested and noticed by myself,with my Comet i cant reach 100/110 kmh from DPD to mgs if i increase a bit the graphic,so i run with 20fps or less x),but if i put all on low (around 28/35 fps so)i will reach ez 120-140kmh,and as told Matt>Perspective (btw the ping dont change anything)

I have 45-55 fps all the time, but little freezes dont let me reach others too. For example Steam has perfect fps and less lags so I rarely keep up with him in same Sultan RS. Restart of PC sometimes helps to rid of freezes. Also there is very small secret mainly MrTheenD and TRU knows, that helps to reach real max speed on highways, but neither they or I'll say
