x32-bit vs x64-bit OS Performances?

So, I been having this slowness problem and I have no idea why and how to fix it.

It's just weird sometimes that If i play IV:MP using x64-bit, the game stutters a lot (when driving)
Meanwhile If i play it using x32-bit, there's only small amount of stutters.
I get same fps on both OS, stutter are the only problem in the game.

Both OS are installed on the same hard disk but different partition, could it be caused by pagefile?
My pagefiles are allocated in different partitions too..

Specs:
OS: Windows 7 Ultimate Service Pack 1 x32-bit & x64-bit
CPU: Intel(R) Pentium(R) 4 E5200 @2.50GHz Dual-Core
GPU: ZOTAC GeForce 9500 GT 1GB GDDR3
RAM: 2GB DDR2
Mobo: Intel(R) ICH7

Also I noticed slowness when I alt-tab to desktop while playing games..
On x32-bit, Switching between programs/games are faster.. On x64-bit, It's the opposite way (slower).
Might be the RAM? I'll consider getting more RAM soon, should I allocate more pagefiles?
I'll double check the settings to see if there's anything wrong.

First, I have absolutely no idea why you would install the same operating system twice, one being x32 and the other one being x64.

GTA IV isn't a lightweight game and your computer is most likely slow due to pretty much everything being outdated or under qualified to properly run GTA IV without any lag. I would definitely consider upgrading your RAM (2GB is basically nothing in 2017, especially if it's DDR2), consider getting an SSD to replace your HDD if you're not using one yet. I could easily tell you to upgrade your entire PC instead.

The issue of lag when you alt-tab in x64 is due to your computer not being able to process it in time.

welp, I'm low on money.. going for savings everyday now

well, I use x64 to play GTA V and for video editing plus x64-only programs that I need while x32 for.. regular stuffs...

SSD are kinda expensive here so I might buy a 1TB HDD instead.

Low settings are normal for me atleast and yeah, I'll get a new system soon.. hopefully.

Well, idk. Most peoples said that 2GB is okay but not for this year any longer i guess kek

2GB ram is not really enough for anything lmao, 16GB is the way to go boiii

Honestly you need a completely new PC. Start saving and you can get a pretty good one for around $500. You can of course re use some parts of your PC, but nothing from the parts you have mentioned in the original post.

Uninstall x64 as your potato PC is unable to properly handle it. Stick with x32 and do not ever install the same operating system (with the only difference between the two being x32 & x64) twice. Save up for a new PC and start looking on sites such as www.pcpartpicker.com for decent build guides.
