REQUESTING PERMISSION FOR SETTING UP A SHOOTING RANGE

About This Project
Nowadays Liberty City has experienced a lot of use of Firearms and this is slowly going out of hand. Even people who dont know how and when to use a firearm own them and end up committing unnecessary crimes. Here we would like to take an initiative to get it under control. We have decided to open up a Shooting Range or a Training Facility where civilians who don't know how to use a firearm learn to use one carefully as well as responsibly.


What This Training Is:
We as the staff of the facility want to acquire license from the court to use firearms in "LIMITED" quantities on our property which will be a isolated area away from the public. Here we will have different floors of Shooting Range each designated for a specific weapon. We are only giving out trainings's for weapons which are permitted by the court which include the Desert Eagle, Glock 17, Remington model 870 pump shotgun.

Act 10.1
A person is allowed to posses the following firearms without a special permission from the court: knife, Desert Eagle, Glock 17, Remington model 870 pump shotgun.

Furthermore weapons such as Remington model 1100 TAC 4 Combat shotgun, SW MP-10 submachine gun, AK-47, M4A1 and PSG-1 wont under any circumstance be used in our academy.

Act 10.3
Remington model 1100 TAC 4 Combat shotgun, SW MP-10 submachine gun, AK-47, M4A1 and PSG-1 are classified as military-class weapons and only Law Enforcers are permitted to possess and operate these, and only when performing their duties.

As per Act 10.5 We wont obtain our firearms from any illegal arms dealer or by any other illegal means. All our firearms will be obtained from the "Authorized Weapons Dealers" as mentioned by the law. We are ready to reveal our money transactions to the Government in case they want to take a look at it.

Act 10.5
A person is not allowed to import, export, transport, manufacture, sell, promote, buy or give or receive a weapon from or to another person. Such person would be guilty of illegal firearms trafficking.
Exception is for registered weapon dealers approved by the court.

As per Acts 6.3,6.5

Act 6.3
A person who directly or indirectly causes the death of another person is guilty of homicide.

Act 6.5
A person who intentionally causes bodily harm to another person is guilty of causing bodily harm with intent.

We under no circumstance will allow people to shoot any other person or any civilian with the firearms they have been given. In addition to this we will always give each person a limited amount of ammunition of these firearms so that even under any circumstance the person is not able to misuse it.

We have also taken care of Act 5.8 by choosing an isolated place for establishing our shooting academy. In that way no person would be a public nuisance as he wont in any way endanger another persons comfort, safety, property or lives. Our staff will always be present during practices and will take care of it

Act 5.8
A person who endangers the comfort, safety, property or lives of others is guilty of common nuisance.

As per Act 3.9 we wont allow duels in the academy. No 2 people are allowed to shoot at each other or even any other person just for the sake of fun. If under any circumstance a duel is about to happen, it would be the staffs first priority to contact the Police and turn in the law offenders.

Act 3.9
Duels are prohibited.
Duel is an arranged combat between two persons which may result into death of a person.

We have thoroughly reviewed the "Laws Of Liberty City" and Have Made sure There is no Harm or Law break from the Organisations Side. As a matter of fact we have decided to not allow newly arrived immigrants to Take part in the academy for the prevention of misuse of firearms because immigrants are not aware of the laws and we under no circumstance will allow them to break the laws.


Permission's Required and Further Details

Permission's Required:
1. A Permission To Allow Use Of Firearms on Our Private Property.
2. A Permission to Allow People to gain "Limited" amount of firearms from us. (This under no way is smuggling as we give people only minimum bullets at a time. The cost is all covered in the package's. People aren't allowed to carry these weapons outside the property."


Further Precaution's:
1. We have decided to let the LCPD take a watch on our course whenever they want to.
This will allow them to be sure that it is safe. (But they need to be out of the shooting area in order to prevent injuries)
2. EMS Staff will be helpful and we have decided to keep our own Private Medics on the field so any minor injuries can be taken care of.
3. People are not allowed to bring their Pre-Owned weapons to the academy. They would be checked before we let them enter.
4. We have carefully chosen a place which is isolated and hence no citizens would be offended or hurt from this.


About the Staff:
1. Our Staff are people who know how to handle and use weapons carefully and responsibly. We are not allowing untrained humans to attend to our customers.
2. Also we have a Private Medical Team which takes care of all health issue on field. If a person is injured then he will get medical help ASAP. This is specially done to ensure safety of the People.
3. Weapon Specialists is that staff which takes care of weapon handling needs. They will be the ones who give firearm ammunition to the customers in a limited quantity.

Final Words
This kind of operation may seem to be risky and dangerous to the Law Enforcers but it will take effect in the future. We as the Heads of this project are trying our best to bring peace to Liberty City and this is one of the ways we will are trying to do so.
As said before ,teaching citizens how to handle weapons carefully as well as responsibly is a major issue. Without proper training people tend to hurt themselves as well as other's.
With the proper training we are providing, we are pretty sure these things will go down to a major extent. We have planned it carefully and thus we have hopes that it will work.
If the government thinks it is dangerous then they can always check on us and see how we are performing. We don't wish to do anything that may have irresponsible consequences and our working will be transparent to the government.

Replying To LCPD

We are Happy that the LCPD Has Queries Regarding Safety of Citizens and We Will Fully Cooperate With Them. We have already stated in our Application

Even people who dont know how and when to use a firearm own them and end up committing unnecessary crimes. Here we would like to take an initiative to get it under control. We have decided to open up a Shooting Range or a Training Facility where civilians who don't know how to use a firearm learn to use one carefully as well as responsibly.

As we know that The Immigrants who arrive In Liberty City quickly get involved in Crime due to the fact that they are not aware of the Laws Of Liberty and that They often get in possession of Illegal Firearms which they dont know when to use and how to use them carefully.
We have seen that these Untrained Civilians often have firearms which they dont know how to use properly and thus they end up hurting themselves or other people.
We are trying to take an initiative where we can help them know how to use a gun to prevent Self-Harm and also to prevent unnecessary Harm To Others.
We are not just giving them weapons and telling them to shoot them, instead we will have proper training sessions during which we will let everyone know when and where to use a weapon and we will have lecture sessions to get them in the right way.

Also recently the amount of criminal activities have risen and innocent civilians, who are unable to defend themselves because they are not aware of how to use a firearm, are being murdered openly.
Recently a political figure was murdered by known Criminals because he was helpless and was not able to defend himself and in addition the LCPD was unable to save him in time.

If this civilian or any other civilian like him knew how to handle a weapon then they would have been able to protect themselves.

In addition we have taken further precautions on who works at our training facility so that no one with an active criminal record will be hired.
In addition to it, we are limiting weapon use and are only giving training for LEGAL Weapons as mentioned in the application.
Also it is better to have citizens know how to protect themselves because everyone needs to learn self-defence.

The LCPD is having mixed feelings about this shooting range. We recognize the problems of citizens in Liberty City not knowing how to handle a firearm, that is why the LCPD is pleeding for a ban on weapons unless a official statement is handed by the court to use a firearm. However, we are not sure if bringing a shooting range may decrease the amount of victims. Further, we are not sure if a third party should teach citizens how to use firearms because these skills can be used in the underworld of Liberty City, making the LCPD face a greater problem.

We are unsure about this case and we believe that we stated enough reasons to give the final decision back to the jury / judge.

LCSA Replying To The Court And LCPD

We as a group understand the LCPD's opinion. And yes as an Law Enforcement Agency they have to take provisions for risky operations as they need to keep the safety of citizens at the top.

The LCPD Understand's that this is a concern. And this is the main problem we are trying to handle.

The LCPD Is a Responsible Law Enforcement Agency and the LCPD has full right to ask for this. But according to Liberty Cities Statistics, More Illegal Weapons are sold in the streets rather than the legal weapons. We have clearly seen criminals dealing illegal firearms to people who don't know that they are responsible for it and people like these end up committing the unnecessary crimes we said about earlier.

We are not just giving training for Shooting a Firearm but also we are teaching citizens on how and when to use a firearm responsibly.
In addition, we are not allowing people with an active criminal record to enter our premises or have a training from us.

This is an understandable concern but this is something which we have tried to take care of. Our staff is not only mentally and emotionally stable. But also they do not have any active criminal records. In addition to it, these people are active helpers of Liberty City.
If the LCPD wants a List of Staff then we would send them in Private.

Again we would address the same topic, LCSA is not allowing people with active criminal records to enter our premises. If the LCPD Or any Other Law Enforcement Agency wants to keep an check on Our Customer List or Staff List. They can contact the HQ Staff.

Furthermore, we would like to arrange a demo regarding our training facility where the LCPD Staff can watch over the full training course and evaluate on this condition. Here our trainers would exhibit their skills to the LCPD and hence the LCPD can evaluate us by watching or even taking part in a whole course.

We would like the LCPD To check our course out and also suggest more safety precautions if there are any which we may have left.

LCSA Suggestion For Further Precautions

The LCSA has been discussing the weapon situation with other Organisations and has opinion about the weapon control law suggested by LCPD.

The LCSA is suggesting a weapon control act which ceases citizens to posses firearms without a valid passport.
This way, newly arrived immigrants will not be able to get a gun in liberty city on arrival and it will cease unwanted crimes (DeathMatching).
LSCA Will support the LCPD's opinion on gun control and also would like to innovate a weapon control system with collaboration of LCPD and COL because these organisations are the ones who interact with new players on a regular basis.

Now we would suggest an additional thing that the court may not approve of but it can be helpful if we look at the crime stopping side.
We would suggest a weapon license system in which citizens would require to obtain a weapon license in order to use a firearm or they cannot obtain one.
This idea may seem ridiculous but it can surely help in stopping crime.

This is something the LCSA may suggest of the weapon control that the LCPD needs. The LCPD is a Law Enforcement Agency and we don't think they would be giving people training to use guns instead of doing things that they are supposed to do. That's why LCSA tried to Help the City by Organizing Special Gun Training Events and maybe even special gun licenses that will strengthen gun control even more.

*Arpd are all free cops they don't do trainings, but can take part in lcpd trainings, LCPD holds shooting trainings for cadets+ and freecops who need to ask a permission to join the training, gun license idea isnt that relevant to shooting range idea unless something new gets added later on.

Liberty City Shooting Academy would like to set this Shooting Range to cease crimes recently are mostly related to Illegal firearms activities around the city.

What are your safety and quality factors?

Quality Factors:
Liberty City Shooting Academy will make sure that the following quality factors are being applied.

• LCSA Will not train anyone with Medium/High criminal records under no circumstances.
• LCSA Will not train anyone who posses any Ilegal Materials including Military Grade Weapons which are prohibited for Civilian Usage by the Liberty City Constitution.
• LCSA Will not accept anyone with Medium/High Criminal Records as a member of its staff list.
• LCSA keeps a regular check on Patrol Reports and LCPD Records to keep a check on criminal names in Liberty City and we will not allow Criminals with serious records to get a training from us.
• Civilians who enroll in our training are not allowed to possess self-owned firearms. Instead we provide them with blank weapons which are legal according to the state.
• Our staff consists of qualified LCPD staff to support us and they help us with the experience they have. We would present the Employee List to the Jury in Private if wanted.
  

These are the quality factors asked.Other quality factors and law references are mentioned earlier. If the Jury wants then they can ask for more explanation and questions are welcome as always. We are just trying to help the city with this project and from our eyes, this will surely help citizens.
