Argonath Revolutionary Party - COL Improvisation [Laws of Liberty]

As per the political party, Argonath Revolutionary Party, and according to the party's accordances, or goals for November 2017- 18, I would like to request the court and the COL [Citizens of Liberty] party, the current people responsible for handing passports to people, to kindly improve their study materials, with also helping citizens learn the laws, to help them abide with the laws and be aware of their rights.

Proof of Accordance and Goals of ARP -

•Have the citizens get acknowledged to The Laws Of Liberty and have them Follow them. Having
  Thoroughly checked the Laws Of Liberty, we have observed that most of it is Acceptable.

Proposed -
Here is what I wish to propose to the Jury and the Judge, I wish to request the COL dept. to add the sections of Laws, given in the forum page, as given below.

Action Caused -
If such is possible and is made, the citizens would be more aware of the laws and abide by it. Once more aware, this could cause the citizens to be role-playing and cause a decrease in bans, and know the costs. This would help in making the server more RPish.

I view that the only way of obtain this goal, is through the help of the COL dept. such that citizens become responsible and law abiding.

I hereby, allow the Jury and the Judge to reply to my request to the COL dept. improvisation of the study materials. I have sufficely given my requested proposed topic and if allowed, the action caused by it.

This is a small request, and I hope that you may consider our party's causes to help Argonath's Golden Age.

It would be hard for a new player to read alot of things , specially many of new players have language issues . Others dont bother them selves to read about simple things such as rules.
So i dont think it will work with new players . We are focusing on teaching them basic things such as server rules.

Hello, Mr. Osamad.

We, at the Argonath Revolutionary Party, are glad to see that you have shared your views and concerns with the Court, Jury and us. I'm afraid you are right. Passport-seeking people, spend so much time just for a passport, learning the information. So, here is what we propose :

Proposal #1 -
In accordance to our goals for months October-November, we have posted a request for change in study materials, and help citizens know the Laws of Liberty. It is obvious to know that newcomers cannot spend hours, just learning the Laws and such, thus, we, at the ARP, have provided a small version of the Laws of Liberty, considering all the facts and points at which newcomers rulebreak the most, and cause problems in the server. The small version is as given below:

Act 2.12
Provocation is the act of attempting, by gestures, words or blows, to start hostilities.

Act 2.13
Trespassing, or the fact of entering a property without a proper authorisation, is prohibited.

Act 2.14
Acts 2.12 and 2.13 are punishable by up to 5 minutes of jail.

Act 3.2
A person attempting to sabotage a government organisation or turn it against its main purpose is guilty of inciting to mutiny.

Act 3.9
Duels are prohibited.
Duel is an arranged combat between two persons which may result into death of a person.

Act 3.11
Threats to cause injury or death are prohibited.

Act 4.1
Resisting arrest is a crime in itself.

Act 4.2
Evasion from prison is a crime.

Act 4.3
A person who willfully attempts to obstruct, pervert or defeat the course of justice is guilty of obstruction to justice.

Act 4.4
A person who gives contradictory or false statements to the government, courts of Liberty City or LEOs is guilty of perjury.

Act 4.5
Disobeying the order or court or government will result into a more severe punishment.

Act 4.6
Impersonating a Law Enforcer is a crime.

Act 4.7
Refusing to pay a fine is a crime.

Act 6.12
If a person detains another person or group of persons against his (their) will, this person is guilty of hostage taking or kidnapping.
Hostage taking and kidnapping are a serious offence.

Act 7.2
A person who takes possession of another person’s or organisation’s valuables without his/its consent is guilty of robbery.

Act 7.3
A person who creates or uses false documents in order to hide his identity is guilty of forgery.

Act 8.1
A person who requires payment for services or goods but is not willing to deliver those is guilty of fraud.

Act 8.2
A person who does not respect payments in gambling activities is guilty of fraudulent gambling.

Act 9.1
It is forbidden to possess, buy, sell, produce, transport, promote or give or receive drugs.

Act 11.1
All drivers must abide the speed limits of 80 km/h in city and 120 km/h on a highway.

Act 11.2
All drivers must drive on the right side of the road.

Act 11.3
All drivers must drive forward.
Exception is for drivers who are in the process of parking their vehicle.
No reverse movements are allowed on highways.

Act 12.1
Fair competition - it is forbidden for a business owner to rapidly lower prices of his products to draw clients from the competition.

Here's is where we explain a bit more.

Explanation #1 -
We have suitably, written down all the Laws, which are of vital importance, and thus, these are the main cases, where newcomers rulebreak. Let me provide a few examples.

Example #1 -

Act 3.9
Duels are prohibited.
Duel is an arranged combat between two persons which may result into death of a person.

Act 3.11
Threats to cause injury or death are prohibited.

Death-matching is a huge problem in the server, many newcomer grab hold of military-grade weapons and cause injuries to many people, and in some severe cases, death. The LEOs (Law Enforcement Officers), handle this through fair means, however, newcomers think, we are in trouble, and grab a car and get away.

Example #2 -

Act 4.1
Resisting arrest is a crime in itself.

Act 4.2
Evasion from prison is a crime.

Act 4.3
A person who willfully attempts to obstruct, pervert or defeat the course of justice is guilty of obstruction to justice.

It is for newcomers who copbait, and obstruct LEOs for doing their duties, at the right time. This is a rulebreak and sometimes, could cause a warning or worse, a ban.

Yes, I agree, learning all laws should not be mandatory, but at least the vital ones, such that the citizens know what the Law is and try not to go against the path of justice, or go with crime, or better still, know the server rules, and prevent incidents such as DMs and cop-baits, or even get banned.

Conclusion -
Therefore, through my explanation, proposal and examples, I would like to conclude to say that all Laws need not be learnt, but the vital laws had to be best followed. The vital laws, above, if applied, could make the difference in the amount of rulebreaks, bans, copbaits etc.

I hereby, request the Judge, Jury and the Director of COL, Mr.Osamad, to hereby, share their opinions and concerns on the matter given.
