Better yet, I'd suggest this kind of system
If the owner is inactive for.. I dunno, 3 days or some shit, or hasn't gotten a delivery for 3 days and he's out of stock on a level where nothing from his menu can be bought
Then his property will be temporarily run by the state, meaning that he doesn't get income for incoming purchases, and that his stock is unlimited..?
And make truck drivers still be able to deliver there, contributing to the stock of the business and if they get him out of the stock ''debt'' then it will be open under his management while it has enough stock for an item in the list
