I've been experiencing this error upon entering a server:

Runtime error R6016: not enough space for thread memory
GTA Vice City itself works fine for me.
Probably something has to do with VC:MP.

It tells that the program you are attempting to run has no memory to run on.

In other words, your RAM usage is capped.
