It's not a rulebreak to shoot someone given up, but to shoot someone without a reason. Cops use 'im corrupt' as excuse to kill random people nowadays and justify dm, but if you actually have a reason in roleplay to kill one that's perfectly fine

i used to play SAMP but couldn't stand it and quitted coz there're too many ppl and most are just too chaotic and lack of RP common senses 

just walking normally on the street but u dunno when some crazy 12 kid jump into your face and shoot u to death and run away; or run over u with a car just for fun.

once i got kidnap'd but then the napper stopped, untied me, i kicked his balls and ran away, i saw a cop, i ran to him, he just watched, the napper tried to shoot me, the cop did nothing, i had to knock the napper out (i could coz i bought knee-head move from the gym ). the cop sued me and shot me dead while i was unarmed and didn't have time to respond

i just gave up and went to IVMP. more peaceful

It is what you make it. If you go into the server with an open mind and don't play to win, it's much easier to enjoy it.

Plenty of RP happens, if you don't see it then maybe you need to ask yourself how much RPing friends in your group are actually doing
