I think it would be nice to have such a system attached to casinos or specific tables.

Yes, this. We totally need this and you'll find me there 24/7.

I believe Argonath will be back as soon as the exams are over.
SA:MP server is currently in a decent state with a stable player base of around 20-25 people on a daily basis.

idk man Louis made that script. But I guess each player draws 5 cards? It's not Texas Hold'em, although having that would be so much more amazing :)
