You will be missed Huntsman, I can't imagine a VCPD without you. Despite I've been a criminal most of the times, its no fun living in a city without some arrogant Policemen. I've been seeing you in the Chief uniform since I joined, and couldn't imagine someone else in the same uniform.

Investigative Report



On 16th January, 2020, rumours of Ogra Fillet, a dish produced from an endangered animal that is illegal to hunt (and hence, illegal to sell in any shape or form) have reached the precinct. Acting on this information, we (Detective Inspector Kowalski and Assistant Detective Inspector Adams) have asked citizens around for information.

A paramedic located at "The warehouse" has notified us that he has seen Mansion Waffers, owned by a citizen named "B", advertise such a dish being sold in their restaurant. We have arrived at the restaurant and checked the menu. The restaurant seemed to no longer offer any dishes from endangered animals.

Not long after, we have received a 911 call from the previously mentioned citizen who reported that the restaurant owned by "X", named "The cafe", in Ocean Beach, has been selling a "Grilled Ogra Fillet" for 80 dollars. We have run background checks on the Mr. X, but he does not seem to have been in a state for quite some time.

We have then checked several other restaurants, including the 2-Wheels Bar in Downtown, where we have been confronted by it's owner not long after. The owner accused us of unlawful search, despite us conducting no such search. We have checked the bar's menu to see whether they publicly advertise any such product for sale, and no search was conducted. The owner threatened legal action, however, it does not seem like such action will produce any results, seeing as: Ordinance IV
    Should an individual own a property in the State of Vice, the owner may lawfully request an individual to
    leave their property, with the exception of businesses, which are public markets, and also with the
    exception of enforcers of the law who have probable cause to be on the property. If the trespasser
    is hostile, refer to Ordinance II. A business owner can still use their right of propriety under
    circumstances established in Ordinance IX of this section.





Legal Reference and Charges:

VCPD Officer, Assistant Inspector Gabriel Adams requests the Vice City Police Department High Command to consider charging citizen "X" with the following:

- Distribution of an edible product produced from an endangered spiecies meat, hence making it a controlled substance. Legal reference:

    - Act XXIV
    The Ogra is a protected class of marine wildlife. As such, hunting it is illegal.

    - Act II
    Production, use, sale, distribution, and/or possession of any controlled substance is unlawful and prohibited.

     and to demand that the owner be stripped of the restaurants custody due to monetary penalty unlikely to have effect, as the citizen has not been seen in the state for a considerable amount of time.

This week Vice City Police Department helped Marlin Popper, the founder of Cherry Popper Ice-Cream Company, in a special transport to his factory in Vice City, as "truck pirates" raise around the city.
Mr. Popper wanted to pay the LEOs for their help but they refused the payment saying "It is our duty to help the citizens in need!".

Until the "truck pirates" problem is being solved by VCPD, truckers are advised to always carry at them a self-defense weapon or call 911 immediately, in case of an emergency!

We are pleased to report yet another successful criminal enforcement operation conducted over the past month at over 5 locations from Vice City. The suspects' names and the other locations that were raided are to be revealed in the upcoming court cases that will press charged for the crimes they commited.

During the operation, police seized a high amount of illegal weaponry and narcotics, aswell as explosive materials.

One such property, that was raided, was Spand Express' Warehouse, after one of it's tenants was caught using the property for illegal activities.

The law enforcement officers have arrived early in the morning at the warehouse and surrounded the place. After securing the perimeter, no one was found at the location, and the officers proceed to breaching the building using SWAT's breaching gear.

After the building was secured aswell, the FBI agents together with SWAT started searching the suspect's locker. A vast arsenal was found and seized, including illegal weaponry, flame throwers, molotov cocktails and explosive materials, and illegal substances, cannabis, and seeds for it's production.

The seizure of "goods" from this building was higher than expected. This being the last building searched, the police headed back to the headquarter with a big loot.

This operation was just one episode of the upcoming series!

Date: 30/10/2020
Description: The last event of the day was quite an unusual one. A reckless driver was asked to pull over but he failed to do so, but in the end he did it. He was surrounded by some FBI officials until VCPD got on scene. Moaning could be heard from the trunk of his car. The sick man claimed to have a gift in the trunk, but he could not get it open. I proceeded to approach him and got a wrench out of my squad car, in order to force the trunk open. There was a man all tied and gagged up inside the trunk. Senior Officer Andrew Davidson and I proceeded to restrain and cuff the man. He didn't want to be cuffed, so more officers came closer and gave a hand, while I focused my attention on the hostage. I took off the man's gag and I also untied both his legs and arms. His arms were tied with a very tight knot, so I had to use a blade to free the man. The suspect was harmed and taken into custody by the other officers, while I handled the hostage. Chief Aky handed him over a bottle of water. The man was so weak that I had to buckle up his seatbelt. We then reached VCPD HQ.

I helped the hostage walk up the stairs and then placed him on a bench. I had to open the water bottle for him, as his arms were way too weak to perform such an effort. The suspect was also placed on a bench, close to the jail area. His head was bleeding, but luckily, I used a dressing from a first aid kit and the bleeding stopped. The hostage claimed at one point that he does not acknowledge the suspect as his kidnapper, and has no idea of his involvement in the transport. The suspect claimed all the time that he was taking the man to his step-sister, Shaniqua, in order to make her a surprise. A paramedic later came to the HQ in order to provide medical assistance for the hostage. An explosion happened outside, and as a result, a law enforcement officer lost his life, while the paramedic was knocked unconscious onto the floor. He was rushed to the hospital afterwards. Later on, the suspect requested to use a toilet inside VCPD HQ for defecation purposes, after which he complained about the lack of toilet paper. Andrew Davidson and I apprehended the man, finally taking him to a jail cell. However, he attempted to run away. Andrew took out his nightstick and hit the man, knocking him out.

CALL FOR APPEARANCE



Vice City Police Department is currently investigating a serious complaint against one of its staff members. All citizens should hold no doubt that any alleged misconduct will be throughoutly investigated and dealt with severly if found to be true.

We are looking for a bystander witness who witnessed a female use a firearm in self defence in Downtown Ammunation on 23 August. The witness was allegedly wearing brown clothes at the time of the incident. The witness is called to provide their statement on the situation, as well as the actions on the officers on scene.

Vice City Police Department assures the witness that they are not in jeopardy of any criminal proceedings and their input is merely needed to proceed with an investigation of an alleged misconduct.

We ask this witness to report themselves to the nearest police station at the nearest possible convenience.

Vice City and its citizens are sick of the trigger-happy law enforcement and demand an immediate change of the current procedure!

It will be no shock for your everyday household to upset the established order by causing constant chaos and violent protests around the streets of the city in retaliation.
